Tender

A formal invitation for suppliers to submit competitive offers to supply goods, works, or services, usually evaluated against published criteria.

In public procurement a tender is the structured process by which a buyer (issuer) solicits, receives, and evaluates sealed bids. "Tender" is used interchangeably with "bid" in many markets and often refers to large works or supply contracts, versus an RFP (solutions) or RFQ (price-led commodities).
